On the fringes of the 73rd Ordinary Session of the African Commission on Human and People Rights, which took place in The Gambia, in 2022, MRA organised a one-day meeting for African civil society organisations in attendance with the theme: “African Civil Society Engagement of International Policy Processes: UN Open-Ended Working Group on the security of and in the use of information and communications technologies 2021-2025 (OEWG).” The objective of the meeting was to raise civil society awareness of cybersecurity and the OEWG in an effort to increase their engagement in UN processes relating to responsible state behaviour in cyberspace. The meeting was attended by 23 participants from different countries and concluded with the adoption of a resolution which, among other things, endorsed the output document developed during African School of Internet Governance 2022. Some of the recommendations contained in the resolution, which was shared with the African Center for Democracy and Human Rights Studies, were subsequently presented to the Commission and disseminated more widely.

On December 19, 2022, MRA convened a one-day roundtable meeting with 35 representatives from Federal Ministries, Departments and Agencies (MDAs) of the Nigerian Government in Abuja. The Roundtable meeting was themed: “Engaging International Policy Processes: UN Open-Ended Working Group on the security of and in the use of information and communications technologies 2021-2025 (OEWG)” and it aimed to encourage key stakeholders and experts within the Nigerian government to participate in identifying Nigeria’s interests and position on the key issues under consideration within the framework of the discussions on responsible state behaviour in cyberspace. The meeting reviewed the UN Open-Ended Working Group, including its history and the processes relating to responsible state behaviour in cyberspace as well as the multi-stakeholder consultations on strengthening African capacity in international cybersecurity processes. Meeting participants adopted a resolution endorsing the African School of Internet Governance 2022 output document and called on the Nigerian Government to play a more active role in international treaty and policy processes, including the ongoing work of the OEWG to ensure that the Nigerian perspectives and voices are well-reflected in the outcome of such processes while also protecting the interests its citizens. Participants also urged the Nigerian Government to promote and advance a human rights-respecting approach to the issues of cybersecurity and proposed that in engaging international treaty and policy processes, the Nigerian Government should build multi-stakeholder partnerships to ensure that the diverse competencies and expertise among the different stakeholder groups are adequately leveraged.

MRA carried out a series of advocacy meetings with officials of various public institutions (including the Office of the National Security Adviser to the President; the Federal Ministry of Justice, and the National Information Technology Development Agency among others) to raise awareness about the ongoing OEWG process and cybersecurity issues in general, and to persuade them to be more engaged in the process, both at the domestic level in determining Nigeria’s position and priorities, and at the regional and international levels where some of the policy discussions and negotiations are taking place. The meetings also aimed to persuade officials to support civil society’s access to and participation in the OEWG and other cybersecurity policy processes.
